Abstract
Research Title. Effectiveness of Electronic Goods and Services Procurement at the Faculty of Language and Art, Surabaya State University. This research aims to find out the implementation of e-procurement in the procurement of goods and services at the Language and Arts Faculty. Based on Presidential Regulation number 16 of 2018 concerning procurement of government goods and services, the policy of procurement of goods and services is to develop e-procurement through e-purchasing. This method is carried out using an electronic catalog in the process of selecting goods and services. Electronic catalog displays goods and services needed by work units with competitive specifications and prices. The analytical method used is description / narrative analysis with the type of qualitative research. The method used was interviews with commitment-making officials, procurement officials and literature studies. The results showed that there were several obstacles in the application of electronic catalogs. Not all goods and services needed by the satker are in the electronic catalog. Procurement at the Language and Arts Faculty is still limited to electronic needs. Support facilities are still constrained, namely the internet which often dies during the procurement process. Not many human resources have been involved in procurement. Most of the procurement officials claimed to get the convenience in carrying out e-purchasing. This research is useful for policy makers, especially leaders of the Faculty of Language and Arts to make policies related to the procurement of goods and services. This study is also useful for procurement officials and officials making commitments in meeting the needs of goods / services in the work unit. Commitment in meeting the needs of goods / services in the work unit.
