Abstract

The purpose of this research is to describe the implementation of the rule of the Minister of National Education No. 18/2007 to the teachers at both private junior and high schools in Surabaya as well as its obstacles. This research using descriptive approach which data collected from the statements of the teachers and assessors. The results of the research shows that the implementation of the rule doesn’t meet the requirements as covered by Permendiknas No. 18/2007 especially to the recruitment pattern and the process of competence’s test thru portfolio assessment.
