Abstract
Abstract. Acceleration of implementation of area with autonomy law UU No. 32 the year 2004 and regulation of the government No. 41 the year 2007 about organization of popular. Accelerating implementation of regional autonomy by act no 32 year 2004 and regulation language in which distric government were given greater authority and flexibility in arranging and setting the regional orgaizanization and local capacity building in order to realize the full service of national development and synchronization with the central government’s development policies in accordance local needs. However, when implemented by district government of the region from one another very different and because there are constraints due to limited resources, among other very different, human resources, competences, technology, environment and facilities is adequate. How big is the impact and constraints in the implementation of regulation No 41/2007 reerdeng the organization or a local device known as the streamlining of the organizatation that is considered ineffective and ineffeficient.
